| At present, with the progress of social aspects, sports cause has got great development. Plus some technology policies, sports science and technology can play an irreplaceable role in promoting our country populace sports and sports prosperity, guaranteeing the "national fitness program" and "Olympic proud plans" in-depth implementation, and promoting the development of sports industry. Sport technology can be called the first productive force to promote our country sports development. Sports research activities not only play a key role in the development and improvement of competitive sports, but also have an irreplaceable economic value for in-depth development of mass sports, and the rapid development of sports industry in national economy, society and cultural aspects. To sum up, the study on how to make use of sports science and technology to promote the rapid development of sports undertakings has become a hot issue of our sports research workers. This study mainly analyzes the function of our sports policy development on mass sport, athletic sports and sports industry in China in each period. It also discusses the technological factors affecting the development of sports to put forward a countermeasure for the development of China's sports powers. This study has theoretical significance for the comprehensive development, coordination and sustainable development of China's sports science and technology as well as providing experience for the governments at all levels to make program for sports science and technology.Through consulting relevant literature research, the author has found that many sports scientific research workers have already researched on the development of sports science and technology policy, but few on the relationship between the development of sports science and technology policy and the development of the sport, especially in the form of quantitative to analyze the role of sports science and technology policy played in sports development. Starting from this point, by studying the changes of sports policy and that of science and technology policy from 2000 to 2009, this thesis further explored the function of sports science and technology on sports cause and the influence of sports science and technology policy on the development of sports cause in recent years. It aims to reveal that at this stage, there are some shortcomings in the process of making sports science and technology policy, also in the application of Sports Science in Sports Development and etc.Adopting literature material method, literature measurement, mathematical statistics, logic analysis and other methods, this study will make a systemic quantitative and empirical research and analysis of interactive situation between sports technology and the development of China's sports policy from 2000 to 2009, so as to analyze the application of our sports technology in sports undertakings, and the dynamic relations between the policy of sports science and technology and our sports enterprise development. So this study may provide some constructive opinions and corresponding countermeasures for our country sports departments in the formulation of sports science and technology policy. Through the research and analysis, the author has reached the following conclusion:(一) The sports science and technology policy and guidelines made by our sports functional departments in a certain period are adapted to the situation of our country. In 1979, China returned to Olympic stage, in order to be able to quickly play a seat in his position in the international society, the state department put forward competitive priority plan according to the need of the development; Since 1995, according to the demand of social development, a set of plans, such as the plan paying equal attention to "Olympic proud plan" and "national fitness program" have promoted faster, better development of our sports enterprise. But along with the development of our social aspects, the partial development of the sports science and technology policy ignored the important role of sports industry and mass sports in our country sports.(二) Sports scientific management system and operational mechanism don't conform to our sports science and technology development degree. In a certain extent, it restricts the development of China's sports technology steps. In the development of market economy, some disadvantages of the technology management system are gradually exposed, and research institutions are multiple and scattered. These phenomena lead that scientific resources cannot been circulated and shared; research activities scattered; and it also cause that scientific research activities finally present some phenomena of"low-level repeating"; Secondly, there are less sports scientific research talents and the knowledge structure is relatively single. Furthermore, we lack compound sports scientific talents of interdisciplinary research. It indicates an imbalance between sports science and technology input and output. The transfer of technology to productivity is quite low; Sports science and technology pay more attention to the research of athletic sports, while less in development of the mass sports area.(三)Sports science and technology infrastructure constructions, as well as the sports research hardware conditions have been further improved. Various levels of sports research offices have been established one by one, which are fully equipped.
