To achieve through science and education and quality education, to ensure balanced development of education, the difficult should focus on rural areas. With the new basic education curriculum reform being carried out in 2001 and steady progress. Same year, the Ministry of Education issued a "curriculum criterion of primary and secondary schools Physical Education (and Health)", aiming to improve students physical fitness and health levels, and promote their comprehensive development. Furthermore, it is clearly pointed out: " the important way to improve course construction is to use and exploit variety curriculum resources properly. In the seventeenth session of Central Committee of Fifth Plenaru Session in 15 to 19,10,2010, the Minister of the Ministry of Education-Yuan Cuiren said:"pay attention to the rational allocation of public education resources, establish compulsory education and balanced the development of security mechanism, speed up transformation of weak schools to accelerate the development of rural education, narrow the effectiveness of educational development gap. In the future roadof ducation development, as the new support system to new curriculum reform, making full use of the sports curriculum resources will attract wider attentions, particularly in undeveloped rural areas, proper utilization of secondary conditions of sports curricuculm can not be ignored.In this paper, the literature, questionnaires, interviews, statistics and other research methods be used. Conditions of sports resources in rural areas are divided into three categories: Human resources, Material resources and Management of resources. Renshou County of Sichuan Province, 23 in 12 district towns in rural secondary school, in which students, PE teachers and school administrators were conducted a questionnaire survey and Interviews. The problem and reason that appeared in the expectations of sprots curriculum development were carefully analyzed, pertinent countermeasures are discussed. And there are the conclusions as following:1. Human resources: the number of PE teachers in rural secondary school is relatively good, but professional sports teachers is deficient in the middle school, the structure of profession ranks is not reasonable; and there are serious gender imbalance in PE teachers. Furthermore, PE teachers'expertise and innovationed capability are all relatively not so good, PE teacher on the school's resources understanding, the ability to master and apply the utilization of knowledge is still not good. Lacking strictly systemic management. So do utilization in the student resources and other human resources.2. Material resources: The bottlenecks in rural school economic is well known. The work of Purchase, Construction and maintenance to PE equipment is slow and difficult. During survey, the overall quantity of equipment is better, almost every school have a basketball court and running track, but shortage seriously for each student, that can seriousely not meet the training needs of students. There has been a good monentum in the field of expoitation and utilization, but still need keep going on. Another problem is that the rich natural resources and social resources were neglected by school.3. Management resources: more than 70% of school has relative policy management about PE teachers and courses, but scientific management and encouraging policy need be intensified. What is worse, there are inequality calculation class that seriously dampen the enthusiasm of PE teachers; In addition, monitoring and evaluation system are still scarcity, the quality and quantity of physical education courses can not be guaranted; The good thing is that Two Exercise Activities launched well, but the timing and content of extra-curricular activities are not guaranteed yet. To solve the above problem, what was presented to the school management are the three conditions of the expected value of development Strategy of resource. The result show that the school management are wiling to work in the future and will attach importance to the development of school physical education. Basic on the understanding of management, author propose countermeasure and aim to provide a theoretical basis to development and utilization of PE resources in rural areas in middle school.
