The 21st century is the era of network, the extensive use of computer had a tremendous impact on the cultural patterns, and the new cultural form called "internet culture" emerged .As a new cultural pattern, Internet culture developed rapidly and it has been permeated all spheres of our lives, it may not only impact on the students code of conduct, but ways of thinking and seeking knowledge. But for now, the development of internet culture in our country is in the early stage, network cultural ecological system is not perfect yet, due to the lack of norms and regulation sparse, internet culture is unbalanced, which is contrary to the requirements of a harmonious society. It also has negative impacts on university students whose social experience is still shallow and the capacity of identify is weak. The fierce collision of internet culture ecological unbalanced phenomena and traditional values leads some inexperienced university students don't know how to choose or even lost himself before the diversity of moral values and views of life. This paper is guided by the basic theory of ideological and political education, and the internet culture ecological unbalanced status is the starting point. Through questionnaires, literature and other research methods in the investigation to understand the imbalance of university students understanding of the internet culture ecological unbalanced phenomena, the paper analyzes the impact of internet culture ecological unbalanced phenomena to university students and the reasons. And on the basis of comparison, and drawing on the results of western internet culture regulation, the paper proposed measures to regulate unbalanced phenomena in the means of political, legal, regulatory, ethical and technical, and then we can create a favorable network cultural environment for university students. Trying to explore a new way to regulate the internet culture ecological unbalanced phenomena, leading the return of the mainstream culture and building a harmonious society finally.This paper consists of five parts. The first part points out the impact of internet cultural ecological unbalanced phenomena on students and the reason of regulation, and then clarifies the status, framework, methods, theoretical significance and practical significance of this research. The second part determines basic concepts of "culture", "internet culture" and other basic concepts. This paper will make a study of the evolutionary process of "culture" and "internet culture", to find out that "network culture "is the inevitable product of "culture" in the information age. On this basis, defining the essential characteristics of the network culture. By combining the definition of internet cultural ecological unbalanced phenomena, the third part summarizes the performance of network cultural ecological unbalanced phenomena, and then explores the reasons. The fourth part combines the influence of internet cultural ecological unbalanced phenomena to university students, and explores the reasons for the formation of these effects. Part five describes how to regulate the influence of internet cultural ecological unbalanced phenomena to students in the means of political, legal, management and technical to create a good network cultural environment in campus.In short, the regulation of internet cultural ecological unbalanced phenomena is a huge and systematic project, not overnight. We need effective implementation of its comprehensive invoke the political, moral, legal, technical and other means to regulate, also rely on the national, university, community and university students Joint efforts and cooperation .Only in this way can we maximize the control of the internet cultural ecological unbalanced phenomena, and make internet become the ideal place to study and live for university students.
