Sports Cultural Creative Industry is an important part of Sports Industry. With the rapid development of China's Sports Industry, Sports Cultural Creative Industry has shown a good development momentum. At present, in general, China's Sports Cultural Creative Industry is still at an early stage of development, and many of the issues and factors are affecting Sports Cultural Creative Industry, which is becoming a new growth point in the development of Sports Industry.This study, based on the Party's "17th CPC" determines Scientific Outlook on Development as guidance, the use of literature, logical analysis and other methods, is a empirical analysis on the development status of China's Sports Cultural Creative Industry, through a combination approach from foreign empirical studies and domestic status, drawing on the successful experience from the development of Sports Cultural Creative Industry in developed countries, there is a real problem on China's Sports Cultural Creative Industry, analyze the factors of constraints and impact in the development of Sports Cultural Creative Industry, proposed to further improve the countermeasures of Sports Cultural Creative Industry, provides theoretical reference for the deepening development of China's Sports Cultural Creative Industry.The main findings show: Sports Cultural Creative Industry is a high cultural content of Sports Industry, respected people's creativity and wisdom, and to highlight the creativity and innovation as the features, through the supporting role of technology and market operation can be industry-based the sum of activities. The development of Sports Cultural Creative Industry relies on sports cultural mechanism, the sports market. The development of Sports Cultural Creative Industry depends on the development of Sports Industry, acting on the development of Sports Industry, and likely to become the new growth point on the development of Sports Industry.There are still some issues about the status of China's Sports Cultural Creative Industry,including theoretical level, the scale of development, evaluation system, policy-oriented. It is worth learning from their development concepts, financing and management models from Sports Cultural Creative Industry in developed countries.Based on in-depth study, put forward countermeasures and suggestions for the development of China's Sports Cultural Creative Industry: to strengthen the basic theory research; to build the industrial chain to play a combined effect for Sports Cultural Creative Industry park and creative-type base as carriers; to build leaps and bounds model by Olympic Economy as the leading of Sports Cultural Creative Industry; to build cost-effective evaluation indicators system and accounting frameworks for Sports Cultural Creative Industry; to increase government support, and strengthen intellectual property protection; to recommend General Administration of Sport can make a master development plan on China's Sports Cultural Creative Industry.
