Study On Guideline For Construction Of Harmonious Urban Community

Constructing harmonious community is fundamental for the construction of harmonious society. Promoting construction of harmonious community facilitates the improvement and enhancement of material and cultural life quality among urban residents, benefits the transformation of the governmental functions to improve supply of public products and performance of public services, and helps to consolidate the governance status of the Communist Party of China.In this thesis, with reference to extensive theoretical and practical achievements in community construction, the theoretical achievements of community construction at home and abroad were reviewed, the basic modes for community construction were investigated and the historical context of community construction was clarified. Based on aforesaid work, the indicator systems for the construction of harmonious community were developed, including culture, environment, and humanism indicator systems. In addition, the responsible entities for construction of harmonious community were accurately specified to investigate the existing community governance organizations. The respective roles of government and relevant departments, community governance organizations, community residence and community CPC organs in terms of construction of harmonious community were defined to form the specific approach options for constructing harmonious community. Four measurement methods and application of the measurement results were further introduced.To sum up, construction of harmonious community requires development of construction plans and modes for harmonious community scientifically, motivating citizens in participating in community governance, strengthening governmental responsibilities and duties, integration of community resources, formation of cohesive force in construction of harmonious community and reliance on residents and community governance organizations. Finally, with an intention to apply the theoretical and practical study results, practical modes and methods for construction of harmonious community in Xiangtang were elaborated in the thesis.
