Research On Problem And Strategy In Construction Of Civic Harmonious Community

To build a harmonious socialist society is a major strategic mission proposed by the Chinese Communist under the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and "Three Represents" from the overall layout of socialist cause with Chinese characteristics and the entire construction situation of a well-off society which thoroughly implements the scientific concept of development. It reflects the inherent requirement of building a prosperous, democratic, civilized and harmonious modern socialist country and embodies the common aspiration of the whole party and people of all nationalities. A harmonious community is the foundation of building a harmonious society and the important carrier for building a harmonious socialist society as well. Whether the real harmonious community can be built in the vast urbanized area, has the direct bearing on the realization of our strategic goal of a harmonious society.Beginning with the research on the community, community-building and harmony thought , this paper briefly makes the definition on the community, introduces the function of community , the definition and objectives of community construction and the influence of social transformation on community, and makes the analysis on the meaning and objectives of building a harmonious community, the principle and the importance of building a harmonious community, as well as referential significance from ancient and modern thought on building a harmonious community. In accordance with the general standards on evaluating a harmonious community, the evaluating indicator and construction target of our civic harmonious community can be worked our by analysis. Then, this paper summarizes the status of our civic harmonious community construction, shares the experiences and enlightenments accumulated from our civic harmonious community construction. On the basis of fully affirming our achievements, it also points out that there are still a series of problems in our civic harmonious community construction, for example, the unsmoothness of community management system, the indifferent awareness of community residents'awareness, the incompleteness of community services construction, the low-quality of work teams, the dissatisfaction of the cultural needs of the residents, the poor development of social organization in community. In response to these questions, this paper analyzes the causes of these problems, and proposes the strategies that smoothening the community construction system, creating a strong community sense, strengthening the construction of community service functions, forming a high-quality community worker team, strengthening the community cultural construction and actively cultivating social organization which combining with the fresh experiences on building a harmonious community.Guided by"Several Major Issues decided on CPC Central Committee on building a harmonious socialist society"passed on the sixth meeting of the Party's sixteenth plenary session, combining with the last requirement of report on the Party's seventeenth plenary session, referring to relevant documents of Ministry of Civil Affairs, learning the research of experts and scholars and the practical experiences of building a harmonious community at other areas, this paper tries to fulfill the structure of harmonious community construction and provides some operational suggestions after analysis and research.
