Urban community is considered cell and foundation of a city, loosely related to various aspects of the society. It is also a place most sensitive to and with most considerable social problems. The building and development of urban communities depend on planning and management of such, which are the major carrier and base of PRC urban community resources integration in the 21st century.The paper first analyzes current situation and existing problems of the development of PRC communities and clarifies the importance communities' planning as well as management to its building and developments. Then it explores the historical origin of communities while stating the meaning and correlations among development, building, as well as planning and management of communities. Finally, it concludes that the building and development of communities are depending on the planning and management of such.By comparing with advanced community planning theory and management model of the west, community planning and management situations with respect to PRC urban planning are analyzed, It is proposed that, in China, in-depth studies shall be carried out regarding "human ecology" and community theory of the western. Also, community planning model compatible with PRC situation shall be explored. Moreover, various structures and planning models shall be developed in correspond to multiple situation and divertible needs, and the property management model based on developed European countries, that is "autonomy" and "mixed" style, shall be gradually established to form community in thoughts of living and spirits of human being.On-the-spot investigation and surveying are carried out in typical communities for this paper, with detail analysis on crowds, houses, interpersonal relations, daily services, property management and organizational management mechanism within mentioned communities. As for obvious issues like aging problem, undesirable living condition, poor community environment and management, indifferent interpersonal relations and etc., it is proposed that building communities in which human being, environment and society can achieve, harmonious development is the unavoidable trends of the building development of PRC urban communities. The paper take " ecology, green civilization and harmony" as its guiding ideology, employing theories and samples in stating with details of the urban combined residence community theory and the "three-in-one" modern community management model, and proposing detailed measures for implantation. It is of importance and with value in respect to the achievement of the dynamic balance of the building, ecology, economy and humanity in urban communities and the advance of sustainable development of urban economy.At the end of the paper, new ideas and directions to the building and development of future communities are provided with the hope to enlighten the reform and development of PRC urban communities planning and management models.
