With the further popularization of higher education in our country, people increasingly pay more attention to teaching quality of colleges, and the evaluation of college teaching quality plays a more and more important role in educational management. The first-round practice of teaching evaluation since 2004 achieved the purpose of evaluating teaching quality of colleges on the whole. But there are also several problems such as excessive pressure on both universities and experts in evaluation process, false information in some colleges, which are wanted to be solved in the coming round practice of teaching evaluation.This paper analyzes the current situation of teaching evaluation at home and abroad at first. According to the shortages in the process of teaching evaluation practice in our country, it shows the significances of establishing a basic educational status data platform to evaluate teaching status. After discussing the content of index system of basic status data, the paper analyzes its design method and logical structure by using the related theories of educational evaluation and multi-objective evaluation. Then it researches the problems which may happen in the evaluation based on basic status data such as university classification, status data analysis, the preference of evaluation experts, methods of evaluation, the expression forms of evaluation result and the feedback of evaluation information. Personal views and suggestions about the problems above are also put forward. In the part of status data analysis, the basic status data are divided into many smaller data warehouses with different subjects by data warehouse theory. Analyzed by the means of data analysis and data mining in a particular smaller data warehouse, the data shows related information. In the part of evaluation method, a grey evaluation method is proposed to achieve comprehensive evaluation of teaching status. Its feasibility is proved by a calculation case designed according to the last-round evaluation practice. Finally a application model including a feedback segment of teaching evaluation process is summarized with insufficiencies of this paper and suggestions about database platform's extended application.
