In 1987, the United States adopted the Malcolm Baldrige National Quality ImprovementAct to promote the activities of U.S. companies, and established the Baldrige NationalQuality Award, which established the Malcolm Baldrige National Quality Criteria. Since theMalcolm Baldrige National Quality Criteria used in the field of education in the late of 1990s,the quality of education received a significant improvement. By the research of 2009-2010Malcolm Baldrige National Quality Education Criteria in USA, analyzed its uniqueframework of the system, index system and evaluation criteria, found that it's a powerful toolfor improving independent development, level of management and performance of highereducation institution, so the Malcolm Baldrige National Quality Criteria should be ourreference.By analysis the Core Values of 2009-2010 the Malcolm Baldrige National QualityEducation Criteria in USA, have great theoretical and practical significance to solve variousproblems and contradictions of higher education quality management in China and toimprove the level of higher education quality management in China.From the perspective of comparative to conduct a comprehensive, in-depth andsystematic research on the Malcolm Baldrige National Quality Education Criteria adopted byhigher education management in USA, and conduct a case study on the Malcolm BaldrigeEducation Criteria in the application of higher education in the United States, with theUniversity of Wisconsin-Stout which was the first Malcolm Baldrige National Quality Awardrecipient of higher education institution in USA as case. Analyzed the status and challengesfaced by higher education quality management in China, proposed the innovative ideas ofestablishment of National Quality Education Criteria in China.
