Teaching staff is the uppermost factor affecting high school education. They are the final executors of new educational theories, methods and measures. In order to actualize quality-oriented education, improve the quality of teaching staff and promote a comprehensive development in students?quality, we should establish a competition mechanism that selects the best-qualified staff and discards the worst, that is, to build a competitive teacher employment system and start a virtuous circle of teaching staff. The target complex of teaching staff competitive employment assessment is the foundation to all these. The assessment system consists of evaluation guidelines in three dimensions: qualification evaluation, performance evaluation and effectiveness evaluation. Qualification guideline is the groundwork to quality-oriented education, performance guideline the key and effectiveness the ultimate goal. Qualification guideline involves political orientation, mentality, knowledge and ability. Performance guideline is to evaluate how a teacher conducts classroom teaching and moral education. Effectiveness guideline is to be drawn in terms of teachers?research achievement and how well developed the students are in their quality, ability and academic scores. The construction of such a system should take this into account that it should be suitable for both students and colleagues and leaders to make the evaluation. School leaders have to decide whether to keep or dismiss the teacher according to the result of evaluation in light of motivation and competition principle.
