Evaluation system is the core of the ecology environment of teachers. The dissertation explores the practice of teacher evaluation in the elementary school named City-West. The questions of field work in the school are that: how the school evaluates teachers? What is the function of teacher evaluation? In detail, from how many respects teachers are evaluated? What are the criteria of each respect? How the teacher evaluation system is implemented in practice? What is the function of teacher evaluation from the perception of administrators (including the principal and government department of education? What is the function of teacher evaluation from the perception of teachers?There is a complete set of teacher evaluation system, which is formulated by local education department for management of government administration. In this school, teacher evaluation is not an independent thesis and the concept is very extensive: from every respect of daily management, some kinds of contend, school assessment of local government to staff check at the end of a year, evaluation of professional titles, all are the contents of teacher evaluation. Though the standard of teacher evaluation and classroom teaching evaluation is not very important and also the development of students is not the important one. Due to the lack in the research of teacher evaluation, the formulation of criteria for it is greatly affected by the circle of pedagogy. To some extents, how the evaluator understands the criteria of teacher evaluation seems quite important. The "balance" between and in the schools is an important criterion. While the virtue of teacher is the nongovernmental criterion of teacher evaluation, there is great difference of understanding in this respect.Under the government administration, the principal find it is hard to put his ideas into practice. Teacher evaluation forms the teacher's outlook on their career and brings about the complex relationship between them, which is the obstacle of the new evaluation theory of teacher development. Currently, it is not teacher, but the government department responsible for education, the executor of teacherevaluation. So, the new system of teacher evaluation must make clear the object of service.As far as the teacher is concerned, development means the entering of the administrative levels of school or transferring to the better school, which is totally different from the improvement of teaching skill and change of self-concept of profession advocated by the researcher. So, a definite, appropriate and effective method of check should be included in the new system of teacher evaluation for improvement of teacher's teaching skill. Otherwise, the promotion of evaluation system of teacher will inevitably degrade to an empty talk.The author suggest that academic research of teacher evaluation should be strengthened; that the evaluator should be professional; that the client and purpose of teacher evaluation should be clear before implementation of teacher evaluation; and that the evaluation program itself should be evaluated also. According to Lincoln and Cuba's view, evaluation is the process of construction, the system of teacher evaluation for their professional development should give special regard to teachers day life and work. The author thinks that development evaluation would be impossible if there are no rapport relationship between teachers, and that it is also hard to launch if there is no appropriate management and encouragement.
