In this thesis: Deng XiaoPing's theory of talented persons and human affairs as well as comrade Jiang ZeMing's important thoughts of the Three Presentations are taken as the fundamental theory, Regarding the vital position and function of the talent resources in the knowledge economy age as the realistic background, according to the universal principles of the dialectical materialist theory of knowledge and methodology, synthesizing principles and methods of the talent resources development, management and science of behaviors, it combines the reality tightly and does a complete analysis on China's talent persons resources, including the present situation, problems, the law as well as characteristics, contents and targets of the talent resources development. After that, it inquires into countermeasures of the talent resources development during middle and long term.The total thesis is divided into three parts:In the first part, it summarizes the characteristics and significance of the talent resources development, and inquires into the original theorv, the universal law and realistic significance of the talent resources development. China is a country which pays much attention to humanism and has a long history about several thousand years of exploring, making use of and managing talented persons. With the coming of market economy and knowledge economy age, the talent resources development has leaped over a historical stage, from theory studying to practice. The talent resources development has become a national strategy. This change has very important significance as to accelerating the modernization process of our country, adapting to the requirement of knowledge economy age, dealing with the challenge of international competition of talented persons and improving Chinese characteristic the talent resources theorv.The second part analyses and probes into the present situation, the underlving problems and the relevant causes of the talent resources development in our countrv. Thanks to having persisted in the opening up, the pattern of the talent resourcesdevelopment in our country has been formed, multiple levels, network and unified lay-out of talent resources market has been completed, and ali sorts of management systems have been found. However, some realistic problems remain, which hamper the economic and social development in our countrv to some extent, such as the lack of the talent, its low density and irrational professional structure, the unbalance lay-out of profession and estate, its allocation unfitted for multiple economic ownership and the low level. This thesis holds that these above problems should be attributed to many reasons includhig the historic and realistic factors, the system of organization and operating mechanism, as well as cultural, nature and policy environment, and etc. among them, the majority lies in as follows: the unfitness of the talent management system, inspiration mechanism and the development of the talent market, as well as insufficient of the reform and opening-up need to be settled one by one with the deepering of reform.In the third part, it does a hard research in connotation, characteristics and universal law of the talent resources development, in order to find out the scientific way of developing the talent resources while obeys the objective law. Interms of that, it lays particular emphasis on middle and long-term plans and countermeasures of the talent resources development in the new centurv. After a summary of guiding policies and specific tasks of the talent resources development in our country, it puts fonvard seven conceptions of measures. The research on the talent resources development which began in 1970's has been brought into line with the tasks of social sciences research in our countrv, Though great successes have been made on the studying of talented persons and human resources, there in not much investigation on policies and plans of the talent resources development at present.
