The report of the Nineteenth National Congress of the Communist Party of China pointed out that China has shifted from a stage of high-speed growth to a stage of high-quality development.In the future,China's development will be guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era.The green,open and shared development concept,following the development principle of quality first and benefit first,strives to build a modern industrial system with real economy,technological innovation,modern finance and human resource coordination,and realizes the "three major changes in quality,efficiency and power." Science and technology are the first productive forces,innovation is the first driving force to lead development,and the importance of scientific and technological human resources has aroused widespread consensus in society.Inner Mongolia is an important energy and industrial base in China.In the first ten years of this century,good resource endowment promoted the rapid development of the local economy,but problems such as environmental damage,insufficient development momentum,difficulty in converting old and new kinetic energy,and lack of human resources also appeared.Facing the new tasks and requirements of high-quality development,there is still a certain contradiction between supply and demand for scientific and technological talent resources in Inner Mongolia.To achieve high-quality development,we must grasp the key issue of the development of scientific and technological talent resources and focus on training and introducing scientific and technological talents,Lay a solid talent base for the high-quality development of Inner Mongolia.In this paper,after systematically sorting out the domestic and foreign research status,and combining the regional characteristics of Inner Mongolia,a six-dimensional high-quality development evaluation index system including economic vitality,innovative development,green development,coordinated development,open development,and shared development is established,using principal component analysis The method comprehensively evaluates the development quality of Inner Mongolia.The calculation results show that from 2009 to 2018,the development quality of Inner Mongolia showed a gradual upward trend,but the overall development quality was not high.Among them,the dimension of innovation and development accounted for a large proportion of the improvement of the development quality of Inner Mongolia.By measuring the relevance of various high-quality development evaluation indicators and scientific and technological human resources,combined with the status quo of economic and industrial structure development in Inner Mongolia,the impact of high-quality development on scientific and technological human resources is analyzed.Establish a high-quality development demand model for science and technology talent resources,and set Sichuan Province as a high-quality development area through data analysis,and use a combination forecasting model to calculate the quantity and structure of science and technology talent resources required for high-quality development in Inner Mongolia and Sichuan Province.Based on the current situation of Inner Mongolia's scientific and technological human resources in terms of total volume,academic structure,departmental structure,input and output supply status and high-quality development,an analysis of the supply and demand of Inner Mongolia's scientific and technological human resources is made,and it is concluded that Inner Mongolia's scientific and technological human resources are in terms of total and structure The gap between supply and demand in Inner Mongolia has found the gap between the scientific and technological talent resources of Inner Mongolia and the high-quality development areas in the total amount and structure.It reflects the problems of small scale of scientific and technological talent resources in Inner Mongolia,unreasonable structure of scientific and technological talents,uncoordinated development of talents and economic development,and low input and output of scientific and technological talents.In order to improve the development quality of Inner Mongolia,it is necessary to increase investment in scientific and technological talents,innovate new ideas for the development of scientific and technological talents,optimize the structure of talents,improve the development mechanism of talents,and reasonably guide the rational flow of scientific and technological talent resources to promote the development and growth of scientific and technological talent resources in Inner Mongolia.To provide strong impetus for the high-quality development of Inner Mongolia.
