Research On The Present Situation And Countermeasure Of Talent Resources Development In The Twelfth Division Of Xinjiang Production And Construction Corps

After the conference of working discussion held by Xinjiang Provincial PartyCommittee and two job meetings for counterparts to support Xingjiang organized bythe Central Committee, the Twelfth Division of Xinjiang Production and ConstructionCorps (Hereinafter referred to as the twelve division) ushered in a rare developmentopportunity. To achieve two historical tasks which are leapfrog development of theeconomy and lasting political stability of society, we should promote economicrestructuring, change the pattern of economic growth, reform system mechanism.Thus, during the speedy development of new industrialization and urbanization,agricultural modernization process, qualified personnel also become the key factor,also the most important of core competitiveness. However, the problem of talentshortage is growing. This paper had systematically analysis the present situation andexisting problems on talent resources of the twelfth division and put forward strategyto take countermeasures. The author established the claim of the theoretical andpractical significance of the concept that talent is the first resources of the scientificdevelopment; we need fully recognize the talent resource is an important force, andwe should give priority to the development of talent which is an effective path ofscientific development. The Twelve Division only by the ways of implementing thestrategy of talent, improving the working mechanism of management system,developing positive policy of talent development, constructing platform for talentgrowth, encouraging introduction of high-level professional and technical personnelto satisfy the needs of the development, giving full play to their talents in priority tothe development of guidance and support, can achieve the goal of promoting soundand rapid economic and social development.
