With the important status and the function of the talent resources in the era of knowledge economy as a background, combining with the Heilongjiang strategy conception of constructing talent-rich province and building"talent-rich Xinganling", this paper analyzed present situation of the talent resources in Heilongjiang Province, and discussed the main bottleneck and the main influncing factors which Heilongjiang Province talent strategy confronted. Quantitative forcast methods and qualitative forecast methods are usesd synthetically. Quanlitative forcast methods include experience forecast method, the method of description and so on. Quantitative forcast methods include grey theory forecast, multi-dimensional return model forecast and so on. This paper made the demand and supply forcast on the total quatity, quality and the hierarchical structure of the talent in Heilongjiang Province in the next nine years, and analysed the gap between supply and demand. Finally, it put forward a proposal of talent resources strategy development and management from the perspective of Heilongjiang talent management.This paper is comprised of six chapters:Part I: It elaborated the research background and the significance, and meanwhile analysed the current situation of the talent resources at home and abroad.Part II: It proposed talent's definition based on the analysis of conception of talent resources, and summaried the talent forecast theory.Part III: It analysed the current situation of talent resources development in Heilongjiang Province from two respects, namely, the developing environment of talent resources and the current situation of talent team. And SWOT method was used to make comprehensive analysis.Part IV: It found the main problems and reasons of Heilongjiang Provnice talent resources development based on analyzing current situation.of the talent resources.Part V: Based on social economy development design of Heilongjiang Province in the future, using the talent forecast methods, it made the supply and demand forcast on total quantity, the quality, the hierarchical structure of the talent scientifically, comprehensively and systematically from 2007 to 2015 in Heilongjiang Province. At the same time, it carried the analysis of the talent resources supply and demand result. Then quantitive basis on talent resources development in Heilongjiang Province was supplied.Part VI: According to the analysis above, it made recommendations on the operations of the talent resources development of Heilongjiang Province.
