The recovery of people-run education during 1970's to 1980's in China is an educational reform corresponding to the reform of economic system. Great support of our government and wide participation of different social fields promote its rapid development. However, distinctive from state-run education form, people-run education is restricted by all kinds of factors in and out of education system, which produces a series of problems to its current development. This article bases the framework on the four connotations of people-run education, outlines its present conditions and problems, analyses the reasons for them and explores the specific measures to solve them so as to expect to offer theoretic directions and policy suggestions about its healthy development in the 21st century.This article is divided into three parts.The first part explains what the development of people-run education means. By expounding people-run education and its development, the article puts forward the following six intensions, that is, expansion of scale, optimization of structure, reform of system, improvement of quality, enhancement of benefit and adaptability.The second part presents the present conditions and existing problems of people-run education. According to its scale, structure, system and quality, this part summarizes its current conditions and problems as follows: (1) the speed of development is rather fast and forms a certain school scale, but currently many schools short of students. (2) Structure and Composition have been formed preliminarily but still a further adjustment and program. (3) Reform of investmentsystem has made great progress, but the problem of vague possession of property rights is very projecting. (4) Reform of management system is different according to places, the relatively lagging management means widely exit. (5) Also the conditions of untidy education quality and unreasonable and unsteady structure of teachers extensively exist too.The third part is measures to promote the healthy development of people-run education. Here are five specific measures concerning three aspects: thought and realization, the outside surroundings of education and the inside route mechanism of education. (1) Renew concepts and realize its position and role correctly. (2) Transform the function of government and realize its indirect and macroscopic management. (3) Strengthen the director-board institution and perfect the inside management system. (4) Amplify the social ensure mechanism of teachers and strengthen the construction of teaching troops in people-run schools. (5) Reinforce teaching reform to aim at existence on quality and development on characteristic.In short, the development of people-run education is an entire and comprehensive course, is a synthetically effort and an accompanying whole achievement. This article aims at mastering its present conditions and problems macroscopically and accordingly points out the measures to promote its healthy development, expecting to set up the pattern that state-owned and people-run schools can advance together as early as possible in China.
