With the reforming the economic system and structural reforming of society in China since the 1980s, the functions of society management and service which have completely belong to governments and enterprises begin to break up and give back to society and community. The members of society began to transit from "unit person" to "society person". The special status, values and functions of community are becoming important step by step with the reform and open to the outside world and the course of modernization. More and more persons with lofty ideals begin to concern with the development of residential committee.When the residential committee was established, it has been prescribed that it was a basic mass autonomous organization. But residential committee has misplaced in background of the planned economy, it has undertake too much administrationa! function, and became the affliliated unit of government At the same time , it seriously neglected its autonomous function. This kind of conflict of character makes it is difficult for residential committee to give full scope to bear its functions.How to solve this kind of conflict and rebuild residential committee, and return its original attributive character, which is the center context of this thesis. This Master's is of momentous current significance and far-reaching theoretical significance.There are three parts in this thesis.The first part introduces the concerning conception and the history of residential committee. In this part, the author gives a clear-cut view that me residential committee was the basic mass autonomous organization when it was established.The second part analyses the theory foundation and the agents of reconstructing residential committee in city community of China. When we study the matter from theory angle, we can see that the theory of civil society, societycapital and community choice provide theory guidance to rebuild residential committee. When we study the matter from agent angle, we can see that the transition of society system and the shortcomings of the residential committee are respectively the outer and inner causes.The third part is the most important part of the thesis, which analyses how to reestablish residential committee in city community of China. At first, the paper states briefly that the residential committee is not only a social organization but also a political organization. Second, the paper points out the functions of residential committee from responsibility and operation angle separately. At the same time, the thesis also settles down the question of the ownership of the functions which come from the residential committee. Third, the author suggests establishing the residential committee organization which includes decision-making and operating departments. In this part, the paper also studies the rational scope of residential committee, establishing new residential committee organization system, developing non-government and non-profit organization. Fourth, the author points out the reasonable functions scope of government on the base of recognition of the effects of government in the development of residential committee. At last, the thesis puts forward that we should reform concerning regulations which include election regulation, law regulation and society ensure regulation.The innovation of this thesis lies in the second part and the third part The author sums up the theoretical foundation, which is hardly seen in the preceding editions. At the same time, the author connects theory with practice, which adds much more authority to the thesis. In the third part, the paper puts forward establishing residential committee, which includes decision-making and operating departments, which adds dirigibility of the thesis.
