Taking advantage of the fifth census and supported by the background of West Development in china, this paper applies mostly demonstration analysis by the Systemic View of Population-economy to discuss the attempt of theory and practice in human resource and human capital in the condition of immoderacy of population-explosion and resource-restriction .Firstly the paper reviews the development of those theories of demography, population economics, human resource and human capital. Then it constructs population-economics system included the elements of human resource and human capital, in order to cognize the dialectic relation of them and to analyze systemically mutual reaction of them in population system and in economics system.Secondly the paper analyzes mostly the Post-Compulsory-Education and Screening-Hypothesisorer-Edentialism in the research frame of human capital by checking its Hardcore and protection band by MSRP. Then the paper expounds the operation institution and price-making of human capital with deep cognition, based on systemic discrimination of human resource and human capital, so that they are led to population moderation. It considers that the construction of moderate human resource and human capital is population basis of economic development.Lastly this paper applies philosophy analysis and demonstration analysis to dissertate the dialectic relation between human resource, human capital and economic development in Sichuang Province, which constructs the pattern of theories and practice of them by the Systemic View of Population-Economy, which analyzes systemically to forecast moderate population in Sichuang Province in hundred years.
