"Double shift" is a policy actualized by Guangdong Province to solve the problems like uneven regional economic.For the economically backward north,east and west region,the implementation brought them many industries which not only can create GDP growth,but also promote the transformation and upgrading of local industry.But they won't necessarily develop well there.Either with optimization of industrial structure.Therefore,how to make the undertaken industry flourish and how to use them to promote local industrial upgrading become an important problem.On the other hand,when industries transferred,labor also transferred.Their mobility is affected not only by local policy,but also by such enterprises.For both government and enterprises,labor force is essential to the development of them.Only when industrial structure optimized,will the structure of labor force optimize.Similarly,the optimization of the industrial structure cannot do without optimization of labor structure.The industrial structure and the labor structure influence and promote each other.Therefore,to take the opportunity industry undertakers should not only pay attention to the development of industry,but also to the optimism of human resources structure.Qingyuan is just one of the undertakers.Study this city can provide reference for other undertakers.According to the analysis,analysis of "double shift" are now mainly about phenomena rather than quantitative analysis,so this paper use Grey correlation model to analyze Qingyuan's human resources situation and it's relation with regional economies,the details are as follows:First,collect relevant data and relevant policies.Analyze Qingyuan's economy and human resource situation when "double shift" have been implemented for two years.secondly,calculate the degree of deviation of Qingyuan's city industrial structure and labor structure in 2010.Analyze the symmetry of industrial structure and labor structure.Thirdly,using gray theory model to study the relationship between the Qingyuan's Economic and human resources.Finally,summing up the above analysis,analyze the existing human resources structure's problems and provide related suggestions.The above analysis tell us after the implementation of "double shift" for two years,Qingyuan's industrial structure and human resources structure has not been much optimized.The structure deviation degree is still great.Age,education,development of the third industry influenced much.Therefore,government,universities and enterprises should cooperate with each other to solve these problems,such as aging of population.
