China is a country of large population all through the ages. Population has always been a knotty problem that besets the national economic development. The basic reason why population becomes the burden of economic development lies in the low population quality. However, the root cause of low population quality is that our work on human resource development is not good, not enough and not up to the point. On condition that the knowledge-based economy becomes the only way of economic development, it is the focus of the governments at different levels, experts, scholars and the whole society that how to change the heavy population burden into superiority in rich human resource, how to develop our education from wide range into great power and how to construct our country of large population into great power of human resource.People have mutual understanding on the importance of human resource and its development in the knowledge-based economy and the importance of education in human resource development. But they haven't reached a comparatively accordant agreement about the relationship between population quality and human capital, the basic concepts of human resource, the relationship between the knowledge-based economy and human resource development, and specific countermeasures of human resource development. Especially, the research on the countermeasures of human resource development is too general. It still needs further study. The research in the past lays particular emphasis either on the macroscopic human resource development or on the microcosmic human resource development, and seldom combines two aspects. This paper will make further research on these problems.Although the knowledge-based economy for us hasn't come true, according to its characteristics and development conditions, relevant countermeasure of human resource development should be brought forward. This is not only the requirement of economy strategy practice, but also the requirement and challenge of theoreticalresearch, also the responsibility and obligation of scholars. The paper will emphatically study the countermeasure of human resource development in the knowledge-based economy era from the multidisciplinary angle of economics, demography, social psychology and management-science, with the concrete research methods of adopting qualitative analysis mainly, combining quality research with quantity research, combining theory with practice, combining macro with micro. Specific research will be done to achieve the following aims.Firstly, clarify the difference and connections between concepts such as population quality and human capital, human resource and human capital. Define and discriminate these basic concepts that are familiar to people but easy to be confused.Secondly, probe into some basic theories about human resource development, and further improve its theoretical system. This is not only the need of theory development, but also the requirement of practice.Thirdly, reveal the organic inevitable logic relation between the knowledge-based economy and human resource development in order to reaffirm the importance of human resource development in the knowledge-based economy.Fourthly, this research intends to analyze the current situation and existing problems of present human resource development in our country in order to offer some policy countermeasures to macro human resource development and practicable countermeasures to micro human resource development to accelerate our country's human resource development. The paper is divided into nine chapters.The first chapter is the introduction, including three sections.The first section is to raise the question and introduce the value of this research. The second section introduces the aims and the contents of the research.
