A Study On The Main Problems And Tactics Of The Transformation Of Achievements Of S&T Of Colleges And Universities In Chongqing

Modern science and technology with the feature of information, biology and other high-new industries is pushing economy forward swiftly. The function of the theory "S&T is the first productive forces" depends on the transformation of achievements of S&T which is a joint point of science & technology and economy. Approaching knowledge economy, Universities and colleges with the character of utilization of advanced and profound knowledge is playing more important roles in the center of whole society. This problem that how they can accelerate the transformation of achievements of S&T and realize their commercialization and industrialization has aroused great attention of almost every country in the world both in theory and practice.In the face of profound changes of economy and technology at home and abroad, the problem of disjointness of science and technology in Chongqing is still serious. Technology and education has no much influence over economy. Therefore, we are supposed to depend on the universities and colleges in Chongqing to promote the transformation of achievements of S&T. Based on the status of institutions of higher learning in Chongqing, the paper mainly analyses the feature and main problems of transformation of achievements of universities and colleges in Chongqing and putsforward some suggestions on how to promote its process.The dissertation consists of five parts.Part one: It briefly analyses the grounds of the proposition. The paper points out promoting the transformation of achievements of S&T of universities and colleges accords with the law of higher education. Next it is concerned with the necessity and possibility of speeding up the transformation of achievements of S&T of Universities and colleges in Chongqing.Part two: It gives definitions to the concepts of transformation of achievements of S&T and its characteristics, then discusses the significance of quickening the transformation of achievements of S&T in Universities and colleges.Part three: It analyses the overall situation of transformation of achievements of S&T in Chongqing with the way of Sci-tech input-output and concludes the main features and problems.Part four: It focus on the restrictive factors existing in every link of achievements' transformation of S&T in Colleges and Universities.Part five: It points out we ought to deal with some relations among basic research, teaching and scientific research and academic freedom in colleges and universities and achievements' transformation of S&T correctly. Lastly it gives some advice on how to use the experience of other developed countries and other universities and colleges at home for reference combining with the actual situation in Chongqing: To adhere to the policy of "what to be, what not to be"; to highlight local economic features; to make important disciplines of scientific research bases stand out; to establish the system of sci-tech cooperative information net; to build Chongqing University Sci-Tech Garden; to develop the industry of risk investment.
