Abstract: It is using public finance means, market mechanism and finance innovation product etc to circulate the economic action of fund for the higher education development that money is raised for the higher education under the market economy condition. Analyses of financing institutional arrangement are more important than studies of the financing action. The enforcement of the external higher education financing institutional arrangement must depend on the government's power. The external financing institutional arrangement provides relatively steady source of fund for the higher education's development, but it is short of the active restriction and inspirit mechanism. Under the efficiency financing institution, there will be more participators and available financial resources as far as possible, and the cost is lowest while collecting equal capital. The internal financing institutional arrangement is the result of institution creation caused by demand. According to the industrial characteristic of higher education, we can divide the higher education department to " higher education cause " and " the industry related to the higher education ". All higher education financing institutional arrangement creational action must promotes the higher education cause's development.
