A Study On Financial Support For Western Compulsory Education

The development of the west regions has already become a spur to china's economy as our country has enters the 21st century. It is an important subject for Chinese government to promote the development of west regions and to realize the coordinated development of the regional economy. Talents are the key to the development of the west regions. If human resource problem remains unsolved, the development of the west regions will meet with a big obstacle. Compulsory education has played an important role in the investment of manpower capital by inherently promoting economic growth and progress of the society. To develop the west regions, close attention needs to be paid to western compulsory education. This thesis analyzes the principal matter in the input of western compulsory education, finds out the reason, and probes into the theoretical basis of financial support of the western compulsory education. Furthermore it put forward train of thought and suggestion on the increase of finance supporting for western compulsory education. This thesis consists of four parts.Part one introduces the research background and significance and train of thought and method applied in this thesis. The defining of several pieces of basic conceptions are also included in this part.Part two focuses on the research of current situation and the contradiction of financial input in western compulsory education. Firstly it analyses the history of financial policy and current source channel of funds for compulsory education in China. Secondly the input of western compulsory education is researched emphatically.Part three is concentrated on three important theoretical questions correlating with input in western compulsory education. Owing to the public products attribute of compulsory education, the government should strengthen the financial support to it. Secondly, in terms of equity and efficiency, the government should increase support to western and western compulsory education. Lastly present inter-governmental financial resources pattern and investment structure of compulsory education demands more financial support for western compulsory education from central government.Part four elaborates the train of thought of financial support to western compulsory education in a medium or long term in China. On the basis of analysis and research above, the policies and measures that the finance supports western compulsory education are put forward.
