| The purpose of this paper is, by using the comprehensive theories of economics and education fairness, to reveal the unfairness of financial support to compulsory education in China through the study of the current situation in this area, and to seek the best way for our compulsory education development in the future which will be helpful to advance the realization of fair distribution of financial fund to compulsory education and to promote the compulsory education development in balance.There are four parts made up of this paper: the First Part, outlines the background and value of this study, then explains the systems of compulsory education and its financial supporting, and also states the main ideas and methods of study as well as the indexes selected for evaluation; the Second Part, with the evaluating indexes, studies the general situation of financial support to compulsory education in specific quantity and compares the different supports to compulsory education financial areas and that to rural areas, then on the basis of foregoing, it comes to the conclusion that the financial support to our compulsory education now is unfair and its reasons are given later; in the Third Part, on the grounds of the theory of education fairness and the public nature of compulsory education, the strategy to realize the fairness of financial support to compulsory education is addressed, especially at present, totally free charge for compulsory education is one of the best ways to rectify the unfairness of education; the Fourth Part, discusses the feasibility of totally free compulsory education in China from the view of financial support to education, based on the study of foreign countries' experiences and taking the current operation of domestic charge system into consideration, this part also addresses the ideal content, condition and type of our free compulsory education and makes further study of potential problems if the totally free compulsory education system is established. |
