Recently, with the fast development of web-based distance instruction, all kinds of distance instructional systems begin to emerge. However, the use of instructional strategy in these systems is too limited to meet the need of personalized instruction. Generally speaking, instructional strategy is the overall consideration to factors such as: instructional process, instructional method, media etc. which are used to attain a given instructional goal(Wu MeiNa, 1994). In an instructional system, instructional strategy plays an important role, which must be embodied in the organizing of instructional content, the planning of instructional task and the designing of interaction activity. In web-based instructional system, instructional strategy is embodied mainly in the choosing and organizing of learning resources. Adjusting instructional strategy according to student' s characteristic is an important way to realize personalized instruction which the existing web-based instructional systems don' t apply well.Since 1970' s, ITS(Intelligent Teaching System) has been developing very fast. Especially in recent years, the technologies of multimedia and network affect ITS deeply. The research on how to design web instructional system by ITS technology to offer personalized instruction is very active.At the same time, the development of Agent theory offers us a good toolto design distributed system. This paper combine the two kind of technologies to design a web-based ITS by adjusting micro-instructional strategy and do an in-depth research on how to adjust micro-instructional strategy. In this paper, we first define instructional strategy as Thecombination of learning resources which are used to attain a giveninstructional goal. There are two kind of instructional strategy (miroinstructional strategy and macroscopical instructional strategy) which areclosely related to web-based instruction. Macroscopical instructionalstrategy manages the combination and relation among knowledge points, whilemicro-instructional strategy decides how to organize instruction. We makea deep research on how to realize and adjust micro-instructional strategy.We give micro-instructional strategy a formal definition by dividing itinto three parts: order, container and scp (strategy component package).Every knowledge point has a corresponding MISP (micro instructional strategy package), there are many micro-instructional strategies in MISP, we research on the constitution and storage of MISP. Based on these work, we design the WITSMISC (Web ITS Based Adjusting of Micro Instructional Strategy) system. This system can choose or adjust micro instructional strategy based on student' s characteristic and the type of knowledge point. We give a detailed discussion about some important algorithms and the calculation of some parameters in student model, in which we introduce the method of learning time control and learning effect fuzzy evaluation. At last, we design an experimental system, which can choose or adjust micro-instructional strategy to obtain the best learning resources and order according to student' s characteristic and the type of knowledge point.
