System-changing Public Schools is a new phenomenon in our elementary educational field, which results from the educational structural-reform. It is mainly about "two powers division". That is, the ownership of school still belongs to the government, but the undertaker has the right of running school. Relevant researches have shown that it properly supplies us ways of running school, which is traditionally monopolized by the government for a long time; It is one of useful ways to rebuild the weak schools; It is also as an experimental field for deepening educational structural-reform. System-changing schools begin in Shanghai in 1990s, from then on they have been in some developed cities for more than 10 years, such as in Shanghai, Beijing, Tianjin etc. Simultaneously, many western countries are experimenting different kinds of education-privacy forms, among which American Charter-school is comparatively successful, whose theories and practices are more or less useful to ours. My research is basic on those home and foreign researches, choosing No. 10 Middle School in Qingdao, which is experimenting its system-changing, as a case. (It is the author's workplace) I want to study the status quo of it and probe the relevant questions, from which to make a deeper study on systems of running school pattern ways of managing school personal affairs systems and schooling reform of schools.My research will use the following methods to make processing descriptions before the school's transforming and after it. Such as interview, observation, objective analysis, questionnaire and comparativeness etc. From eyes of the headmaster the teachers, the parents and the societies, I will give a descriptive analysis on internal management of the school, finding the living questions, and try to make a discussion and give the suggestions to them.By long-time field and case study on No. 10 Middle School in Qingdao, I find that there are some typical problems in the system-changing public school, they are: After transforming, there still lies a contradictory between the ownership and running-ship; Its shadow of "weak school" affects its recruitment; On its internal management, it's hard todeepen reform and it is still inefficient; On the reforms of personal affairs and wage systems, it still needs to draw into the market evaluations; The ratio of teachers and students is unreasonable, the disposition of resources is comparatively low, the cost of running school is high.The above questions are mostly the same as the current researches in our country, so the meanings of probing these schools are: What system should these schools transform on earth? What management systems should they build after they change their schools' systems? So I think meanings of structural-reform are followings: Activating systems of running school; Raising both benefits of the school running and standard of total education.The case in my research has its own characteristics, such as: Its recruitment isn't satisfying; Ratio of teachers and students is high, all of which result from the shadow of its weakness. In my opinion, we should analyze the most key reason of those weak schools' weakness. On No. 10 Middle School, there is not only external reason, but also internal reason. Not-perfect management must lead to a lot of trouble. So my research used a method of case study to make a processing diagnosis to study this case. That is analyzing the process of a weak school and making a definite diagnosis to cut out the persistent ailment of its weak thoroughly.In the end, I think system- changing public schools must guarantee fulfillment of compulsory education. Basic on foreign experience, our government should enlarge its investment on elementary education, especially to the poor regions, which must guarantee to popularize the compulsory education and its quality first.
