School choice which concerns almost each aspects of the basic education, crisscrosses the behalves of different units, shows the conflicts in the transitional society has become an important and complex problem which is still unsolved and puzzling Chinese government. In order to safeguard social stability and hold the commonwealth of compulsory education, the government deals with school choice in a prudent way.By using the full-text data search system of the People Daily, this paper gives a review to the school choice policies in the past ten years. This review leads to a conclusion that the policy makers pay great attention to manage the problem of random educational charge. However, they haven't taken a new perspective on school choice which is based on the public school reform.This paper observes the school choice under the background of public school system reform. From an international comparison, the researcher found that policies such as charter schools, vouchers, and home schooling have provide successful examples of public schools system reform through school choice, which means that school choice can be charged with the full duty of public school reform, and reconstruct a new public school system.In the perspective of school choice, this paper draws the conclusion that the reform of relationships between the government and public schools is the key problem to the public school system reform in China. And based on this research, a few suggestions can be made.
