The Study On System Reform Of Key Public Schools In Baoying County

In the past few years, with the deeper reformation of economic system, school system reform has been a hot topic. Different reform models came into being such as Guangzhou model, Beijing model, Wenzhou model. In 2001, the system reform of key public schools, which is so called the 'forbidden zone', wasbroken in Baoying county. Three key schools-Baoying High School, BaoyingExperimental Junior High School and Baoying Experimental Primary School underwent school system reform as a whole, which formed "Baoying model".The thesis demonstrates the theory and law basis of school system reform in Baoying from the theoretical layer according to the investigation and description of the background, operation process, viewpoints from all circles and the situation after the system reform. It makes a concrete analysis of the influence on local education and the significance to the development of education in developing area brought by the reform, and makes some suggestions to further normalize 'Baoying model'.The thesis also points out from the practical layer that "Baoying model" is in fact "to free the rich and support the poor", which means "to widen the superior educational resources with the money from the schools run by the people (not by the government)." The fund is collected to improve the poor schools so as to balance the education in the county. It is a new way to "free the rich and support the poor" in developing the education of those developing areas. But the school system reform needs to be combined with the local reality.
