In the course of educational reform, higher education should be the first one. The requirement for higher education increases considerably so higher education must meet the needs of various objects. All of these force the colleges and universities to change their course arrangements. Thus, the reform of physical education (P.E.) represents the general trend.The article is composed of two parts. The first part is to review and rethink the history of the development of physical education (P.E.) in the institutions of higher learning in the last 100 years. The second part is to summarize the background of the reform of P. E.. And to counter some problems, this article puts forward the thoughts and countermeasures.Firstly, the article reviews the history of development of physical education (P.E.) in the institutions of higher learning in China, which is different from the developed countries and is the developing one with Chinese characteristics. Its appearance is not spontaneous but happens and develops under the outside pressure and governmental interference. So it must have the characteristics of imitation and dependence.Secondly, the article introduces many opinions on reform of physical education (P. E.) in the institutions of higher learning in China and the background of this kind of development. The article analyzes and induces the advantages and disadvantages of the reform. The reform is a great project with the characteristics of multi-background and multi-factors. It is the presupposition in theory for us to carry out the reform of physical education (P. E.) courses.Finally, the article thinks that we should make a reform in accordance with facts. And we must study and promote these four basic principles: innovation, integration of theory with practice, development and completion. In the courses of reforms, we must transfer our opinions, and then establish the new teaching materials system and strengthen the theoretical education. At last, every college and university should set up various teaching contents according to their own conditions. The article also analyzes the mixture of physical education (P.E.) and society and its development.
