A teacher is the key factor in the curriculum reform. For ages people think that teachers are important in the curriculum reform, to a great extent for teachers are people who implement curricula. So in the past curriculum reforms teachers hardly had other rights but the right of implementing curricula. Obviously, the single right can't make teachers exert their functions plenty in the curriculum reforms. The new round of curriculum reform of elementary education has being started in our country. It is urgent and important to discuss teachers' curriculum rights. The paper focuses on teachers' rights from the angle of curriculum theory so we can have a profound thought on the importance of teachers in the curriculum reform. What's more, it can provide tiny but useful references for the new curriculum reform. There are three main parts in the paper. Part I: What are teachers' rights in the curriculum reformThis part discusses what are teachers' rights in the curriculum reform from the angle of curriculum working. It concludes that teachers should have four kinds of curriculum rights. They are right of curriculum decision-making, right of curriculum design, right of curriculum implementation and right of curriculum evaluation. This part emphasizes the importance of teachers owning such rights in the curriculum reform. Part II : The loss of teachers' rights and the factors analysisThis part first surveys teachers' rights in the past curriculum reforms. It concludes that teachers hardly had rights before . It analyses the reasons that made teachers have no rights from many aspects. It concludes that two kinds of elements led to the loss of rights. One is overt factors, that is, the traditional model of curriculum making and the traditional curriculum ideas. The other is covert factor, that is, the teachers' qualities. The covert factor is very important for teachers to have rights in the curriculum reform. But it is always neglected by people, especially by teachers. Part III: How to realize teachers'curriculum rightsWe should fully consider the bad influences of the overt factors and thecovert factor. Teachers are endued with rights by outside environment and teachers of themselves. The rights are also vindicated by outside and teachers themselves together. Since the bad influences of the overt factors are known by people in the new round of curriculum reform, it is the most important for teachers to improve their qualities in order to realize their rights.
