Management has permeated into every area of social life during the development of human society. The concept "management" exists especially in educational field, hence the educational management has become the topic which the educators have been keen on. The coming of 21st century knowledge economy makes our country's education face new challenges. The conventional educational notion has evidently fallen behind .Hence the times calls on newness on educational work. Newness in management must be carried out immediately with the background of educational newness. The most urgent is the reformation of school management organization structure .The period of junior middle school is the most important period to carry out fundemental education, hence the headmasters of this period have gained the attention from students, parents and the society. However, educators haven't attached enough importance to the span of control, so the research of this period has crucial instructive meaning and practical value.Rencently, we hold a questionnaire among the junior middle schools of six districts (Shi Zhong District, Li Xia District, Tian Qiao District, Huai Yin District, Li Cheng District, Chang Qing District), three counties (Ji Yang County, Shang He County, Ping Yin County), one city (Zhang Qiu City). We distributed 127 investigation papers, 101 were collected, 97 were valid. These involve: the understanding and the access of span of control of the headmasters; the differencesbetween the span of control and the ideal span of control; the main factors which influence the span of control and the influence exerted by the span of control.This research based mainly on the fundementals of span of control, edited the questionnaire of president of middle school, at the same time combine the interview to headmaster and refer to the data to investigate and analyse the span of control. And use the software of society scientific statistics to examine the frequence and difference. Finally, come to the conclusion in six points.First, the middle school hesdmasters of Jinan were almost strange to the conception of the span of control. Their understanding about the span of control was known by the teaching of the requirement about the post and reading of concerning magazines and newspapers. While the consciousness of gaining information by modern equipment is weak. Second, the headmaster ranged from one to four persons. Span of control of the level of management is largely identical. Third, the headmaster distributes more rights to teaching by the means of "School Duty System" than financial work. There are still quite a lot of headmasters spending a lot of time and energe on daily affairs of the school. Fourth, communication is the important premium of headmaster's management and right decision. Different levels of schools have different levels of information communication. Fifth, 80% headmasters are still in the premature period of their development. They are short of educational management experience and the understanding of span of control and its importance. Sixth, the headmasters are in social environment, the span of control is influenced by their own quality, the rights they distribute to assistant headmasters, the supervise to assistant headmasters, the communication between headmasters and assistant headmasters.We put forword six suggestions according to the conclusion: First, theheadmasters should make full use of modern equipment to get information, constantly enrich educational management theory, become the management person with modem consciousness. Second, building studying organization will become the necessary choice of school organization. Third, the headmaster should carry out his duties strictly, trust his staff, not surpass his own responsibilities. Fourth, the middle school should carry out net management and permeate management notion and severely enlarge and strengen the exchangement of information.
