Schools are the important places for promulgating and carrying out the fine traditional cultures and for creating advanced cultures as well. The objective requirements in practicing the important theory of "the three representatives" and the effective means in promoting quality-oriented education are to enhance the campus culture construction in high schools over the poverty-stricken regions.Based on the studies on the concept, inside meaning, general features and functions of the campus culture, this article sums up features concerning high school campus culture construction, including the comprehensives, fundamentals, and flexibility and the problems encountered in carrying out the task in the poverty-stricken area, such as hardship, lagging behind and differences. Principles and aims for high-school campus culture construction in these areas are put forward.The writer conducted a research on the high-school campus culture construction in Lixian County by means of literature analysis, questionnaires, and interviews. Main problems discovered are as following: 1 lack of general knowledge on the high-school campus culture construction; 2 there are not unique features as for the campus culture concerned in these schools; 3 integrated and durability problems in campus culture construction; 4 the professional quality of the principals and teachers need to be improved; 5 school's educational facilities and equipment need to be updated; 6 various rules and regulations should be further revised.The writer made the following proposals and suggestions to the existing problems: 1 enhance the leadership to organization of campus culture construction; 2 deeply understand the inside meaning of the campus culture and continuing stressing on "3-styles" building-up; 3 emphasize features of the schools in campus culture construction; 4 promote as a whole and deeply carry out the construction for a long time; 5 practice various colorful activities; 6 utilize all possible means to update schools' facilities and equipment; 7 perfect and innovating various school rules and regulations.
