A Research On Problems Of The Development Of Shishi City Non-governmental Education

Non-governmental Education is an important part of our national educational undertakings. In Shishi City, a Testing Zone of Comprehensive Reform in Fujian Province, it has a broad space for development, and its outer surroundings are superior, therefore, non-governmental schools have sprung up like mushrooms, not only with a fame in size and quantity among the county-ranked cities in China, but also with a front place in Fujian Province. However, there are many problems in its uncertainty of making profits., its educational qualityx competition and fairness, and capability of qualified teachers. All these practical problems need urgent settling in the competitive surroundings. Facing the coming out and eady-to-implement of Promoting Law of Non-governmental Education, and the new opportunity and challenge, I am now from the following aspects, approaching a certain problems and countermeasures of the development of Shishi non-governmental education.A:To change education concepts and adapt itself to the development of the society. We are required to overcome various prejudices and create new concepts about non-governmental education, to change the model of family management and implement expert management, to develop in accordance with practical situation and actual circumstances,and to deal with the new situations about the opening in education.B: To change the governmental functions and reform the management system. We are required to speed up the creation and renewal of system, to realize diversified investment; to adapt itself to the social demands and widen the space of managing schools; to build up a proper control the system and improve the comprehensive benefit, to strengthen educational law making and perfect policies and laws; to build up the system of financial aid and safeguard social fairness; to build up the system of supervision and evaluation, and to guide the sound development of non-governmental education.C: To strengthen the building of teaching staff and improve the teachers qualities. We are required to build up the system of managing teachers, to properly guarantee earnestly the teachers* legal rights, to organize a team of core teachers.D: To perfect the inner management and highlight the school characteristics. We are required to emphasize the educational quality, to cultivate chools with distinguishing features; to build up democratic system and initiate scientific management.
