Exactly in this kind of case, the non-governmental educational schools are booming rise. It benefits by participating extensively of government and social publics. However, as an entirely different of educational form, the non-governmental educational development is restricted by the education system's supervision of various factors, making its the current development met a series of tough problems. Adopting investigated method, with the fulltime system non-government primary and middle schools in Lanzhou and the people of the education supervisor administration manager for main inquisition object, to study the educational development present condition and the governmental function situation in Lanzhou. Summarized to have currently four types of non-governmental primary and middle school education developing in Lanzhou.1. developing well type; 2. the maintenance type; 3. elimination of bowling out type;4. the business enterprise changes the system type.The third part, investigated and studied the government function implementing condition in Lanzhou non-governmental primary and middle school education developing. The inquisition is divided into two parts, one is facing to the speech of the government and the other is the non-governmental primary and middle school inner part.
