In recent years, though the education business of our country obtained the enormous development. But with the situation that the economy flies to develop soon, see from the aspects, such as quantity, structure, category and the profession constitution...etc, just to depend on the public schools haven't been able to satisfy the request of socialism modernization construction, can't adapt diversified market to the request that the talented person develop diversified professions, diversified specification, multilayer , and can't satisfy the request of society to the high-quality educational desire. Exactly in this kind of case, the non-governmental educational schools are booming rise. It benefits by participating extensively of government and social publics. However, as an entirely different of educational form, the non-governmental educational development is restricted by the education system's supervision of various factors, making its the current development met a series of tough problems. Among them having some hard nut to cracks to even passing own efforts also can't solve.This research method that studies the main adoption qualitative research, pay attention to collect the true description that the sponsors of non-government primary and middle schools,the educational administration head of department and administration in charge. Adopting investigated method, with the fulltime system non-government primary and middle schools in Lanzhou and the people of the education supervisor administration manager for main inquisition object, to study the educational development present condition and the governmental function situation in Lanzhou. Adopting the integrated method of fixed qualities and amounts, studying all countries government in non-governmental education developing of related circumstance.This thesis from five parts of composing of the following:The first part, to comb our country's process of non-governmental education developing quickly and survey the present condition. Through analyzing and distinguishing for non-governmental educations and private educations of characteristic. To provide the foundation for the realization that the establishment and classifications of the related provision manage.The second part, to research and analyze the selected district of the non-governmental primary and middle schools educational development in Lanzhou present condition. Summarized to have currently four types of non-governmental primary and middle school education developing in Lanzhou.1. developing well type; 2. the maintenance type; 3. elimination of bowling out type;4. the business enterprise changes the system type.The third part, investigated and studied the government function implementing condition in Lanzhou non-governmental primary and middle school education developing. The inquisition is divided into two parts, one is facing to the speech of the government and the other is the non-governmental primary and middle school inner part. Carried on the comparison and analysis for this both side standpoint.The fourth part, aiming directly at the research of the third part found out the lagging reasons of Lanzhou non-governmental development, and carried on the detailed analysis about it, getting own research conclusion, put forward the suggestion and the measure of the possibility.In the last part, the author retrospect, and considers the whole study deeply, pointing out its deficiency and discussing what can be done worthily on this subject in the future.
