Viewing from the angle of the democracy and legal system, this thesis first analyzes the significance of adhering to and perfecting the Teachers Congress System in the primary junior and senior schools, with the dialectical relation between the democracy right of school management and the administration power as a main line;Second the thesis unveils its ill conditions through some careful statistic analyzing of the investigation datum on the reality of carrying out of the Teachers Congress System (taking samples from primary and junior high schools in JiangXi province) ;Then from the viewpoints of the history & politics, economy, law, manage mechanism, personnel character etc., the thesis proceeds with the reason analyzing objectively;Finally, the thesis make an attempt at drawing out some creative and pertinence counter plans for the sake of perfecting the Teachers Congress System in the democratic and legal society , such as: enhancing the various systems of the Teachers Congress ; exalting its delegates' working quality; moderating the relationship between the Teachers Congress and the CCP, school Administrate, the Teachers Union ; and building up the necessary law environment.
