The faculty congress is the basic form for the staff to participate in democratic management and democratic supervision of school and plays a vital part in the construction n of modern university system. This article combining with the case of the Zhejiang University of Technology discusses the measures that how to promote the faculty congress in university development healthy and orderly based on deliberative democracy theory, in order to promote the construction of grassroots democracy in university.This article analyses the achievements and shortcomings of the case of the Zhejiang University of Technology on the basis of exploring the theory of faculty congress and carding the history of the development of faculty congress and comparing the regulations of faculty congress with the provisional regulations of faculty congress in university. This article switch the measures that how to solve the shortcomings to the theory of deliberative democracy theory and prove the necessity and feasibility of applying the theory of deliberative democracy in the construction of faculty congress from three aspects:the theoretical basis of the construction of faculty congress, the appealing of the theory of deliberative democracy by faculty congress and the reflection of the theory of deliberative democracy in the regulations of faculty congress in university, then the article interprets the faculty congress as a platform where the staff participates in the school affairs and discusses the recommendations and measures of solving the problems in the construction of faculty congrees from the four basic elements:the body of deliberative, the object of deliberative, the regulations of deliberative, the result of deliberative. Applying the theory of deliberative democracy in the construction of faculty congress has important significance to improve the quality of the representatives, to strengthen the implement of the authority of the faculty congress, to implement the proposal of the staff.
