The conference of representatives of teachers and administrative staff workers system(Hereinafter referred to as "School Staff’ representatives System") is the basic form of school staff to exercise democratic management and democratic supervision according to law and is an important part of the modern school system of governance. Mobilizing the enthusiasm of staffs to participate in the democratic management is the foundation and driving force of the secondary school to promote grassroots democracy. With the full establishment of the Rule of Law, administering concept is more popular, not only the democratic consciousness in the majority of faculty is growing awakening, but also the feeling to appeal to rights is stronger and stronger, researching the construction of Secondary School Staffs’ representatives System under the vision of deliberative democracy is of great significance in this context. The deliberative democracy is proposed for the first time at the 18 th National Representatives System of the Communist Party of China, it contains negotiation, equality, openness, rationality, responsibility, etc. All the natures of deliberative democracy is benefitial to direct the development of Secondary School Staff’s Representatives System, to further enhance the quality of proposals,to improve the level of Secondary School Staffs and to perform responsibilities.Secondary School Staff’s Representatives System is established on the background of Education democracy. It plays an irreplaceable role on meeting democratic participation of staffs. Although Secondary School Staff’s Representatives System has developed for several decades and has achive some good results, there are many problems remain to be solved. Based on a Case Study of a Secondary school in Shandong Province, I found some flaws on its own system construction, practice running and representatives of the Representatives System, such as: the electoral system is not perfect, the proposal system is imperfect; Secondary School Staff’s Representatives System lacks long-term operation mechanism, Right of approval is not implemented properly, Right of supervision is difficult to carry out; The consciousness of deliberative democracy is low and the ability of deliberative democracy is weak. The following are the causes of above-mentioned problems. For instance, national legislation on the Secondary Staff’s Representatives System is backward; the school leaders lack rational knowledge on Secondary School Staff’s Representatives System; awareness of democratic participation of representatives is not strong; the sense of responsibility of representatives is weak and so on. In the perspective of deliberative democracy, there are the following ways to solve the above problems: mastering the essence of deliberative democracy, promoting self-construction of Secondary School Staff’s Representatives System; implementing the elements of deliberative democracy, improving the practical environment; upgrading the democracy quality, playing a consultative role on Secondary School Staff’s Representatives System.
