Making a comprehensive survey of the present situation of school curriculum management in basic education, we regard it as a routine management, such as, offering and arranging the nation curriculum, distributing and shifting courses, etc. School curriculum management of this kind is difficult to satisfy the urgent need on the teacher professional development. Under the situation of curriculum management system at three levels -practicing nation, local and school curriculum management progressively, school curriculum management appear its key effect much more on promoting the teacher professional development.This dissertation, with the school curriculum management as the study subject, analyses its intension and extension and the action mechanism to the teacher professional structure deeply, extracts the rational sense that mixed taking teacher as basis with taking school as basis from man-based management theory and school-based management theory, regards the rational sense as guide, and combines the deep understanding of the action mechanism of the school curriculum management to teacher professional structure, advances the model > method and means of the school curriculum management that they cart promote the teacher professional development.
