From April 1(st0, 2001, China started to implement the teacher certification system for the country. Since then, teacher certification system entered into actual managerial operational stage. This indicated that China's fulfillment on teacher professionalization was increasingly deepening. In recent years, our government and normal colleges and universities are paying great attention on teacher professional management issues; and take out a series of effective managing measures.In the long run, the establishment of teacher professional management system is propitious to the control of teaching development as a vocation, and to manage it more systematically, logically and efficiently. This will exploit the new perspective of educational research; get the new breakthrough of educational theories and fish out a new method of educational management to handle China's teacher management social issues radically.Comparatively speaking, United Kingdom is an advanced country in education. It researched in the teacher professional management relatively earlier than other countries. Now it had almost established the system of teacher professional management which has been improving U.K's education through the successional operations. Thus, the researcher recognized and analyzed the materials based on own experiences and research in U.K, summed up as this paper's main body.Based on spot investigation, this paper tries to carry out integration between comparative study and native study, multiple subject study and self subject study, and by investigation and case study and interview, quantity analysis and quality discussion, and so on, we discussed the English teacher professional management system's movement situation, and carried on review on China's present teacher professional management situation. Finally we analyzed the efficiency of the overseas'system.
