Contents Analysis Of The Policy For Funds Of Elementary Education In The Transacting Period

In this thesis, the author mainly uses the theory of educational policy analysis to analyze the contents of the policy for funds of elementary education in our country. The thesis is divided into four parts as below:In the first part, I define the concept of policy analysis for funds of elementary education based on some concepts such as the policy for education, the policy for educational funds, the policy for funds of elementary education, educational policy analysis and then discuss the contents of the policy for funds of elementary education, which include the policy for source of funds, the policy for distribution of funds, the policy for usage of funds.In the second part, I review the history of the policy for funds of elementary education from the source, distribution and usage of the funds by dividing it into four phases.In the third part, based on the framework that was constituted in the first part, I analyze the source, distribution and usage of the present policy for funds of elementary education from macroscopic dimension and microscopic dimension after analyzing and studying the document, statistics, typical material which was collected in investigation of document, questionnaire and interview.In the last part, aiming at these problems analyzed in the third part, I put forward the countermeasures to consummate the policy for the funds of elementary education: stabilizing the source and increasing the gross of the funds in elementary education; taking effective measures to distribute the funds rationally so as to ensure the balanced development of elementary education; strengthening the management of the funds of elementary education to enhance the efficiency.
