Popularizing the information technology education vigorously and developing the rural education informatization is a crucial means to implement the balanced development of education and the emphasis of current education informatization in our country. As the country pays more attention to the basic education, the level of the input for informatization funds in rural areas improves constantly and the rural basic education informatization develops rapidly, but still keeps a large gap in the overall level compared to the urban area. It's necessary to concern about the use of rural basic education informatization funds to shorten the gap between urban and rural places quickly and realize the qualitative change. The elementary and middle schools in the eastern rural area has a well-developed education informatization, which has a significant reference and guidance for the mid-west area to study the use benefit of education informatization funds.This research is based on the analysis of materials about the development of basic education informatization evaluation contexts, assessment program, index system and calculation method and the relevant from home and abroad, and then put forward the efficient application system of funds for primary education in rural areas according to the content on the development of this area which is mentioned by?the education informatization ten year development plan (2010-2020)?and the literature research results from domestic and overseas. Then analysis the ICT funds distribution between different provinces contrastively and measure the usage value by Data Envelopment Analysis according to the sampling survey data from 6 provinces including 31 cities in Eastern China of ICT funds in rural elementary education. Through the comparison of similarities and differences between provinces on input and output index, analysing and summaring the research outcome from various aspects, finally explore and provide method and policy to use ICT funds in rural areas efficiently from system level,conception level and construction level.For 6 provinces in eastern China of ICT funds in rural elementary education,according to its input allocation, the focus of the current rural primary education informatization investment is the network construction and equipment configuration,the investment funds for teachers information application ability training is less than the former, and the investment funds for the construction of digital resources is the least. From the evaluation results of its ICT funds, the efficiency of Guangdong,Beijing, Shandong and Liaoning is invalid, which says that compared with other provinces, those provinces need to continue to optimize the index proportion of investment in that its input and output levels are not coordinated. Generally, it is for the reason that students lack of information technology class and the relatively low opening rate of network learning space that make the efficiency of rural is not high. So we would better pay attention to the student information application level in the future to improve the ICT funds efficiency in rural elementary education.
