Research On The Problems And Optimization Of The Management Policy Of Scientific Research Funds In Colleges And Universities

In recent years,the management of scientific research funds has gradually become a hot topic of common concern in many fields in China.Under the impetus of reform and opening-up,the investment of central financial scientific research funds has been continued to increase,the diversity and quality of policies have also been improved significantly.However,the implementation effects of the current policies are still far from ideal,and the strategies of fund management arn't effective during the period of implementation.This article compares the implementation effect of these policies issued by the central ministries and commissions after 2010 with the ideal situation and explores its causes so as to put forward countermeasures and suggestions.The contents of legal validity,subject of policy-making,maneuverability and supervision mechanism of these policies issued by the central ministries and commissions after 2010 are analyzed in this article through the methods of literature analysis,policy analysis and comparative analysis under the premise of theoretical synthesis of scientific research funds management.Meanwhile,this article points out that the development history of the management policy of scientific research funds in China can be roughly divided into the exploration stage,the establishment stage,the development stage and the improvement stage.At present,the main shortcomings of our country's scientific research funds management policy are: the legislation can not be optimized and updated in time according to its actual development situation and the legal effect is low;the policy management is lack of overall arrangement and the policy implementation is prone to bias;the policy provisions are so detailed and strict that lack of the operability;measures for supervision of scientific research funds and measures to sanction corruption in scientific research in these policies are not clear.In order to improve the management policy of scientific research funds in universities and raise the utilization rate of scientificresearch funds,this paper proposes the countermeasures and suggestions like the promulgation of the Law on the Management of Scientific Research Funds and its detailed rules,the gradual improvement of the policy system for the management of scientific research funds with a systematic thinking,the shift of policy provisions to make them more flexible and feasible,the introduction of commitment and credit management mechanisms in policy design and the establishment of internal and external supervision system.
