Education is vital for the property of a county , people's well-being and the future of the county. In march 2010,the second round questionnaire the opinion of the public was started about"the summary on education reform and development of our county in the medium and long-term". The rural education reform and development had drawn the attention of the public as a hot topic. The elementary education in rural areas is the focus of being debated. The elementary education as the important component of rural community enterprise is the vital way to change the lag condition in the rural areas.Its benign development has the decisive pushing effect regarding the construction of socialism new rural.It also relates the harmony of the entire society.The development of the rural elementary education and the policies about the elementary education of the nation have been linked closely.The development of the rural elementary deponds strongly on the national macroscopic policy,its development condition is decided greatly by the Central Party Committee educational policy. In other words,the policies of the national elementary education have the absolute guidance function to the development of rural elementary education The policies about the rural elementary education in our country and the reports of the State Council in the 30 years will be analyzed in the article. Following the historical and the logical unification, the policy of rural elementary education and the background in the 30 years will be related. Depending on the primitive Materials, the development process of the rural elementary education in the past more than 30 years will be analyzed.,the track and trend of the evolution about national related policy will be evaluated. On the basis of demonstrating the contents of these policies, the characteristic and flaws of these policies will be evaluated. Some suggestions will be stated. This will be useful for clarifying the context of the development of the rural elementary .This will alse be deneficent to understand the current reality of rural elementary education as well as the formulation of policies in the rural elementary education for the next stage. The theories of the politics and the pedagogy will be mixed. the multi-disciplinary angles of view and many kinds of research technique will be manifested in the article.The full text is divided five parts to be elaborated: The connotation and external influencing factors will be elaborated in the first part. The policies of the elementary education in rural areas since the reform and opening-up how to be evoluted will be analyzed in the second part. The characteristic of the rural elementary education policies in the more than 30 years will be disscussed in the third part. The problems and flaws of these policies which exists in the development in the more than 30 years will be stated in the forth part.The suggestions and ponder will be brought forward about the policies of the elementary education in rural areas in the fifth part.
