Education is vital for the property of a county , people's well-being and the future of the county. In march 2010,the second round questionnaire the opinion of the public was started about"the summary on education reform and development of our county in the medium and long-term". The rural education reform and development had drawn the attention of the public as a hot topic. The elementary education in rural areas is the focus of being debated. The elementary education as the important component of rural community enterprise is the vital way to change the lag condition in the rural areas.Its benign development has the decisive pushing effect regarding the construction of socialism new rural.It also relates the harmony of the entire society.The development of the rural elementary education and the policies about the elementary education of the nation have been linked closely.The development of the rural elementary deponds strongly on the national macroscopic policy,its development condition is decided greatly by the Central Party Committee educational policy.
