As the coming of information society since 1980s,competion between countries became increasingly fierce. All the countries have a common understanding that competition in the future is competition of talents. Therefore, training bright people focus attention of each country. They enforce educational reform and quality education, actively so as to cultivate people and develop their countries. In such a situation, how to carry out educational reform and quality education become key problem that need to be solved in our country at present. It can provide us some ideas and enlightenments by researching the experience on quality education in other countries. This article takes Japan as its studying object that has similar historical and cultural background with us. The lesson from other country can also apply to our practice. It used historical documents and comparison to analyze the process of the development of quality education in Japan, and combined the situation of quality education with our country, proposed acceptable reform methods in order to promote our project of quality education, so it's both theoretically and realistically meaningful.The article analyzed and introduced the background and the present situation of researching on Japanese quality education in first hand, and discussed the quality education in Japan in the following five parts.Part one is the definition of Japanese quality education. Quality education is the education that arose and developed as the spreading of universal education. As the improvement of cognition, its intension and extension became richer and wider. Although each country names it differently, it can be called quality education if only it can reflect the spirit of emphasis on people, facing to all the people, pushing forward the subjective spirit, paying attention to life development and conforming to the spirit of science, democracy, equality and freedom.Part two looks back to the history of quality education in Japan. From Meiji Reform to the World War II, quality education has experienced a historical process of from arising to a completely variation. It reflected the facts that when facing the modern industrial civilization, embryonic form quality education was killed bymilitarism in its early days for it didn't treat its historical tradition correctly. We should learn a lesson from it.Part three reviews the rebuilding of quality education in Japan. From 1940s to now, quality education in Japan has experienced a process of being forced to rebuild with American's help to a state of initiative face the new time challenge and rebuild actively. Its experience is precious.Part four elaborates the features, problems and solutions of quality education in Japan. It has paid special attention to education reform, completely development, creative ability and individual education of students, which is worthy to learn. Certainly it also has some serious problems, such as paying too much attention on intelligence rather than on ability, putting stress on record of formal schooling, competition of examination and abnormal phenomenon of education. So, Japan proposed the education to "heart", strengthen moral education, carry out structural reform and course reform, form the cognition of life education. We should learn its reasonable parts.Part five is the enlightenment from quality education in Japan. By study, the author finds out that the carrying out of Japanese education due to follows: Firstly, adapting development of society. Secondly, carrying out and supported powerfully by the government. Thirdly, being appealed pushed forward by all circles. Using experience of Japan, we can try to do something in several aspects as follows: Above all, place less importance on sense of academic credentials, permit more students to receive high education and make a helpful environment to students' development.
