In such a developing country with a large population as China, improving the population quality is crucial to the economic development and social advance of our country. And one of the important ways to achieve this is to popularize higher education, accomplish the great advance of national education and construct the study-featured society and the system of lifelong study. With the development of science and technology and modern education theory, a new education mode-web-based education has made great achievements worldwide. Its very appearance meets the need of the development of high education demanded by the time, and satisfies people's desire to learn in the study-featured society. More importantly, the web-based education has put great impact on higher education, and has eventually become one of the important parts of higher education system.In 1998, China put out Towards the 21st century Education Promotion Project, in which our country definitely proposed to fulfill "Modern Distance Education Project", and form an open web of education, the purpose of which was to make a sound base for the popularization of higher education in China. From 1998 to 2004, sixty-eight colleges have been authorized to set up web-based higher education. After several years' development and practice, the web-based higher education in those experimental colleges has become one important part of higher education in China, and some achievements have been made thereby. But there are still many problems.The research in this thesis is based on the project An analysis of the Present Situation and Countermeasure of Web-based Higher Education in China, a sub-research project of the teaching reform of higher education in Shaanxi Province in 21st century project: Study on the Integration and Practice of Web and Modern Distance Education Resource. Taking as the research objectives the sixty-eight colleges where web-based education is practiced, the thesis collects data and statistics through investigations in Internet, questionnaires, interviews and discussions, which may cover ten aspects, including the level of formal schooling record, specialty setup, the length of schooling and the authentication of formal schooling record, students recruitment andmatriculation, outer school study center, student source, education charge, teaching model, teaching supporting system and teaching management. Some systematic statistic analyses are also made at the same time.The thesis makes a classification and analysis of the problems appearing in the present college web-based education on the base of the statistics and analyses of the date, and eventually puts forward the problems from four layers: requirement and development, teaching resource, study-supporting service, quality supervision and assurance. The author of the thesis argues that it is the web-based education that meets the development of modern social education, satisfies individual person to develop in the study-featured society, and promotes the development of higher education in China. But it is also the fast development of web-based education that brings forth the conflict between education quality and profit, between the resource and the rate of use, and consequently brings out great impact and maladjustment to the training thought of traditional higher education.In order to solve these problems, the paper attempts to put forward some pertinent and practical suggestions and countermeasures on the base of the analyses of these practical problems. Changing the thought mode, analyzing the need, defining the role of college web-based education in the whole higher education system, constructing resources, perfecting web-based education supporting service, and establishing web-based education quality assurance system are all the practical countermeasures proposed according to the above four problems, which are hoped to offer some reference and base for the practice of web-based education in Chinese colleges.
