In this article , by analysis of Chinese proposition of high school entrance examination in Changsha over the years, especially all-sided investigation and feedback of proposition of 2003, it points out that there are certain deficiencies in Chinese proposition of high school entrance examination of Changsha ,such as the proposition intention , proposition style , proposition structure , and proposition rules and regulations , etc. . which objectively deviates from quality-oriented education theory.By contrast of Chinese Proposition in main cities including Bei jing> Nanchang and Guangzhou , the paper presents the common deficiencies of them, whether the content or the style ', it doesn't reflect well the quality-oriented education theory which based on the students 'development. Owing to the leitmotiv of transformation on the basis of stabilization , the transformation of Chinese proposition of high school entrance examination in changsha has typical significance, and reflects the innovation course of most cities in China.The Chinese proposition of high school entrance examination should reflect the quality-oriented education theory. The orientation of it should fully take the existed Chinese teaching reality of junior middle school into account, and desalt the function of choosing the best of students for the high school, When Strengthening the evaluation and improving the guidance function of Chinese teaching in junior middle school for the future. Examination should attach importance to the overall measuring of Chinese comprehensive accomplishment of the middle school student, manifest the innovative theory of quality-oriented education, and promotethe new course reform to go with a swing .The Chinese proposition should guide the Chinese teaching of junior middle school to carry on the lessons reform, and emphasize on the improvement of the teachers' level.The Chinese paper of high school entrance examination can be mainly based on subjective question, with objective question subsidiary. Examination question should pay attention to the actual Chinese abilities of students, especially check their abilities in problem-analyzing and problem-solving. Examination question should desalinize the examination of teaching material. The Chinese content of high school entrance examination should accord with requirement of teaching material in covering scope, and pay attention to coalesce with extensive reads after class at the same time. The Chinese proposition should emphasize on the examination of spoken communication. The question type can be designed to give students wider thinking space, and inspire the student's innovative thinking. Therefore, Scientific choose of the Proposition style and the whole systemic Proposition should be valued, so as to guarantee quality-oriented education theory penetrated all-round in Chinese proposition.In this paper, a set of Chinese papers of high school entrance examinations have been designed, and the evaluation criterion of examination and the feasible operation scheme have been made out as well, that is to probe into reform direction of the Chinese proposition of high school entrance examination in the future. Thinking of the difficulty probably meet in the course of performance, the concrete requisite measure of resolving the hidden danger has been put forward.
