The core of Human resources is talent resources; the core of talent resources is the talent in high rank order and the most excellent talent. As the base of the most new ideas founded and spreaded, the base of the most advanced technique imparted and developed and the base of the most high-quality talent trained and portrayed, colleges and universities are where is the most high of knowledge storage, the most quick of knowledge renewal and the most concentrated of human resources in society. Decided by the feature of education of colleges and universities itself, it is evident in leading function of the core teachers in their colleges and universities. In the pattern of planning economy, owing to be limited by the system of human resources management, the channel of talent mobility isn't easy and smooth, and the way of talent mobility is more single. Accompanied by the coming Information Economy and Information times, especially the end of last century, the upsurge of withdrawal, combination and transformation in our colleges and universities has spreaded quickly all over the nation, which makes colleges and universities facing the chance and challenge that never encounter before and endows many new features and intention to development and management of talent resources of colleges and universities. However, as a whole, there is much distance between our colleges and universities and developed countries at the importance degree and the research depth. Even if compared with the enterprises in our country, our colleges and universities also have some spatial difference at the development and management of talent resources.This research paper analyzes the basic principles, unfolds combing and analysis to its present conditions basing on the foundation, and mainly discusses the decrease reasons of talent resources of general colleges and universities. At last this thesis receives the corresponding strategy that can resolve the problem of the development and management of talent resources of colleges and universities, through the careful and overall thinking for the development and management of talent resources of our colleges and universities. The thesis consists of three parts.The first parts talks about the theoretical basis of the talent resources of colleges and universities.Firstly, to begin with the conception of general talent resources, the thesis draws forth the basic conception of talent resources of colleges and universities. Through the observation on the administrative levels of intelligence and technology of talent resources of colleges and universities, it poses that talent resources of colleges and universities is the general notion of talent which have strong skills on research, creation and management.Secondly, this thesis analyzes the character of talent resources of colleges and universities and classifies scientificly to its research target according to work nature. Furthermore, this thesis draws conclusions that talent resources of colleges and universities have six special properties. That is:1.science labor has strong independence2.science labor has unmeasurable nature 3.spiritual needs are better than material needs4.individual needs are diverse5.mobility of talent resources is strong6.self-respect, sense of honor is very strongAnd from the direction of inner potential development and outer introduction, it does more systematicly classifications. Through analyzing the features and classifications of talent resources of colleges and universities, it may make us realize the basis theory of talent resources of colleges and universities further.Lastly, at the prise of revolving around the aim of running a school, equipping all kinds of talents depending market as orientation, and eventually bringing about its ultimate of economic and social benefits, this thesis creatively conclude the principles that development and management of talent resources of colleges of universities persist in: principle of entirety with importance, principle of the concept...
