Study On The Current Situation Of Teacher Team Construction In Education Partnership Pro-grammes Between Shanghai And Xinjiang Universities

Promoting the development of higher education in western region is one of the important tasks of the strategy of Western Development. Since the plan of "Aiding Colleges and Universities in the West" was made and operated 10 years ago, the Ministry of Education has scored great successes. However, due to great cultural and economic difference between eastern and western regions, the Aiding Program suffers from a series of problems and contradictions. Therefore, this study take H University supporting X University as an example to investigates the present situation of the construction of ranks of teachers in a case of Shanghai-Xinjiang aiding program.The situation of the target, the plan, the management and concrete measures of the case universities in Shanghai and Xinjiang in education partnership program between higher education institutions in east and west regions is clear through the text content analysis to policy file, education partnership program and data table. According to the analysis to investigation result with related theory, the concrete problems in the program are the target is lack of hierarchy and the set target can not be examined; the university level is lack of long term systemic plan and school level has no clear key designation plan; the development of teacher team is not all sound, the concrete project of the development of teacher team is not reasonable and there is not checking in the assistance; the form of teacher training is more important than the content and the program attaches great importance to recent benefit.At last, this study is to discuss the above problems according to the theory of regional imbalance development and target management, to propose such three measures as "the university should improve the understanding, clarify the objective and perfect the system", "the department should strengthen the communication, practice actively and enhance the effectiveness", and "the teacher should focus the gap, adjust the attitude and combine the theory with the reality" from the point of recipient university teachers team construction. Besides, the thesis is to generate "explore the joint point of support to realize the win-win cooperation mode", "improve the support motivation and enrich the mode of support and cooperation" from the point of support university teachers team construction, and the thesis also proposes the general suggestion for education partnership pro-grammes, "strengthening the assistance funds in education partnership pro-grammes" and "playing the role of local administrative department".
