From the "211 Project”-constructing 100 colleges and universities in the 21st century,to the "985 Project"——constructing world-class universities,to"double-top-class"——constructing first-class universities and first-class disciplines,the state has never stopped exploring how to improve the competitiveness of Chinese universities.With the surging wave of the times,it is particularly important to demonstrate the innovative ability in many universities.In this paper,we construct the index system from the perspective of innovation efficiency of universities,taking innovation input and innovation output as two first-level indicators,and under the two first-level indicators,we cover seven second-level indicators and 23 third-level indicators.The 61 universities(except Renmin University of China,China University of Political Science and Law and Communication University of China)under the Ministry of Education are regarded as evaluation objects,and the period of 5 consecutive years from 2012 to 2016 is regarded as the evaluation cycle.According to the demand of the technical route,we take out psychological quantity conversion empowerment method and make the indicator be empowered,compare analysis of the innovation efficiency of various universities.The research results are as follows:(1)Psychological quantity conversion empowerment methodAccording to Weber-Fischner’s law,the psychological quantity conversion empowerment method transforms the comparison of psychological quantities into the comparison of physical quantities.According to the information of physical quantities,minimizing the discrepancies of empowering experts empowerment results as standard,we can make the empowerment results be more accurate and stable.At the same time,through the conversion of psychological quantity and physical quantity,it solve the puzzles of experts when they scored points and grades.(2)Research of 61 universities innovation efficiencyThe annual ranking is based on 61 universities in the 2012-2016 innovation efficiency score situation.Among them,Jiangnan University,China University of Mining and Technology(Xuzhou),Hefei University of Technology,Huazhong Normal University and other universities have outstanding annual ranking and high efficiency of innovation.At the same time,based on the positive and negative values of the average growth rate of innovation input and the average growth rate of innovation output,61 universities are classified into four types,23 universities of which are stable.Their innovation input and innovation output are stably Growing;17 universities belong to high efficiency type,such universities have good innovation efficiency and more innovative qualifications,The state should study and analyze their innovation process and innovative features,and provide enlightenment for the improvement of other universities’ innovation efficiency.At the same time,we should increase support for such universities and expand the absolute amount of their innovation output.(3)Research of Five types of universities innovation efficiency61 universities are divided into five categories of comprehensive categories,science and technology,agriculture and forestry,normal education,and medicine according to their respective categories.According to the composition and fluctuation of their innovation input and innovation output,their innovation efficiency states are explained and their countermeasures are put forward. |
