The teacher evaluation is an important system to school management. It can inspire the teachers to improve teaching ability, help them make progress and then promote the characteristic development of the school continuously and automatically. To improve education quality depends on a team of best-qualified teachers. The urgent thing to improve rural education quality, better the quality-oritented education and carry out the new course reformation is to train the rural high school teachers. So the most instructive thing for all the teachers is to explore the rural development evaluation system,The system consists of evaluation guidelines in three dimensions: qualification evaluation, performance evaluation and effectiveness evaluation: Qualification guideline is the groundwork to the teacher development, performance guidelines is the lead to the teachers and the school development .Effectiveness guideline is the ultimate goal. Qualification guideline involves teacher spirit,teacher moralit , teacher skill, teacher wisdom and teacher phychology. Performance guideline is to evaluate how a teacher conducts classroom teaching and moral education and mornal work in teaching. Effectiveness guidelines is to evaluate how much a teacher get teaching results and his research etc. To approach this system should take this into account that it should be suitable for rural teachers, rural high school quality-oriented education and new course reformation to make the development.School leaders have to decide whether to guide and improve the teachers according to the results of evaluation of development principle and put this system into the school management to promote the teachers and the school.
